Social: "What Happened to 2000 millennium deceleration?" By Kalyan Dev Bhattarai

We all know that on 2000 world leaders promised to work together to meet concrete targets for advancing development and reducing poverty by 2015 or earlier. This deceleration is known as 2000 millennium deceleration, which has eight goals and eighteen targets.

Unfortunately since then, more money is being spent on the wars and war related activities than on the poverty reduction. The promises made by world leaders to eradicate poverty, promote human dignity, equality, and achieve democracy & environmental sustainability are all seems to be forgotten in less than three years time mostly due to the September 11 attack on twin towers of new York. Since then USA is interested to identify and declare the terrorist country and bombing them, in process totally pushing back the objective of Millennium deceleration. Rich countries like USA, Great Britain can keep them busy in their presently prioritized objective of targeting terrorist and bombing them and still can claim that they have enough money to spent in the war and simultaneously spend in development activities to fulfill their commitment of Millennium deceleration, as and when required.  But, how the poor and developing countries like India, Pakistan, Africa, and Indonesia Nepal etc can fulfill their commitment on millennium deceleration, when they are spending considerable amount for war related product like fighter plane, helicopters, arms and ammunition etc.

I wonder when the poorest of the poor countries like Nepal also spending more than its GNP amount for the war related activities, and bombing its own country from helicopter, killing tens of innocent people and destroying their hard earned property in the mane of war against the Maoist, how the millennium deceleration will be achieved.  If this is the modus operandi to fulfill the commitment of achieving the goal of millennium deceleration I doubt very much that will bring success.  Failure of such commitment will not only shatter the hope of more than 1.2 billion poor people of the world, but also will generate apathy on such similar commitments of world leaders, and that will not help the world to solve the main problem of poverty and war against terrorism.

Long back late king Birendra announced openly from Thudikhel that by 2000 he would bring the Nepal to Asian standard. To fulfill this proclamation of king, billions of rupees were spent, many new offices were opened and many seminars and meetings were held and the net result of all such activities was increase in the number of poor people leaving below the poverty line.  Such spending only benefited few people who were in good book of the palace and were loyal to king and his courtiers.
 
The 2000 is already passed and we are at the end of 2003, and the government publication accepts that, to-day more than 70 percent of people are below the poverty line and more than 80 percent of the loan and grants received in the name of poverty eradication was misused.. However no body needs to worry for that as nobody is consider either accountable or responsible for such failures. This is why Nepal cannot and will not develop.

In spite of loan of trillions of rupees to day the poverty has increased many times and the numbers of people below the poverty line also are increased substantially, clearly showing that the corruption is the number one enemy and biggest hurdle for the development of Nepal. If present day's impunity system as wished and designed by the political parties is continued and corrupt political leaders are not punished to the maximum level, and still allowed to play important role in future Nepal also, the 2015 will come and go leaving more than 80 percent of Nepalese people below the poverty line, making the mockery of the millennium declaration. .

Today Nepal is busy in spending money for arms, helicopter, and other war related activities in the name of Maoist insurgency, simply because the corrupt power hungry politicians are not ready to accept the constitutional assembly. We should not forget that the Maoist are getting strength and support from those poor, downtrodden, group who are exploited by the ruling people since long and proper hearing to their demands is already overdue.

For the poor country like Nepal the issue is not whether to accept the constitutional assembly or not but the main issue is how best the available resources, and know-how is used for the benefit of the poorest of the poor people. Because by spending all our money in the arms even we became successful to suppress present day Maoist as designed by foreign power and implemented by the puppet government, the route cause of the problem that is the poverty will be as it is in the country and the poor and exploited mass of today will start new people's war tomorrow with new leader and new party and thus this chain of war between poor and the (corrupt) rich will never stop until we start spending our money for poverty reduction and narrowing the gap between rich and poor ,which is possible only if the poor and have not group also are included in the decision making process. This requires new constitution .How to achieve that is not the major problem if you are seriously committed for poverty eradication and to fulfill the objectives of the millennium deceleration.

For the more than 70 percent of people, who are below the poverty line the constitutional assembly can not be a issue for discussion, as they are busy and primarily concerned and worry to fulfill their daily requirements. Neither they have time nor energy to think about constitutional assembly. Out of the remaining 30 percent, more than 25 percent of independent peace loving people who have no linkage with any of the political parties demand constituent assembly  to fulfill their desire of  bringing  lasting peace in the country so that they could do their respective business without any hindrance  It is the only less than  5 percent of these power hungry political  people who have enough to eat and are expert in various machinations and are  directly or indirectly related with this or that political parties.  Who either support or oppose the constituent assembly and are creating all kinds of problem in the country to fulfill their vested interest. Is their any justification of disturbing the peace of the country by this less than 5 percent of people totally suppressing the voice and demand of 95 percent of people who wants lasting peace in the country, simply because these 95 percent of people are not well organized, peace loving, law abiding citizen and are forced to accept all the stupid and totally wrong and antinational decision like Mahakali treaty of the politicians. This ruling by 5 percent people to 95 percent of people must end which is possible by new constitution only.

It is well known to all of us that as long as the present day corrupt and power hungry politicians are not forced by the people they will never create the conducive atmosphere in the country to achieve the goal of millennium deceleration. 

When a poor country like Nepal in one side shows commitment for fulfillment of millennium deceleration and other hand spend more than its GNP in war related activities with very little amount for development activities like sanitation, health, education, electricity, irrigation, infra structure etc then one is forced to find doubt on the commitment of the government...

One must know well that you cannot develop your country by spending most of your resources in the war related activities. Yes if the threat of war was from outside it may look justified for that type of expenditure in war related activities, pushing back the objectives like poverty reduction, but when all the useless spending is done just to avoid the democratic demand of constituent assembly I find it very difficult to digest the claim of the government that it is democratic, consider the people sovereign and what ever it is doing is for the betterment of the people and Nation. The Human development report, 2003 shows Nepal as few of the country who has nothing encouraging. From environment to poverty, education to gender biasness, gender gap to ethnic gap, rural-urban gap to geographical gap, life expectancy to literacy, employment to school drops out, child mortality to hunger. You name any criteria and we are at the lower most side of the list. If such country gives priority for war related expenses then the only conclusion of any independent patriotic person is that the country is ruled by stupid power hungry corrupt politicians.

In this scenario the objectives of the millennium deceleration can be fulfilled only by bringing the Maoist in the main political stream to start developing activates improving the present status of pathetic condition in almost all criteria of human development. This however is impossible if we consider the Maoist as terrorist, pushing them hard in the walls and forcing them to act violently.

Thus it is high time for the 5 percent of so called political people to think seriously and accept the demand of 95 percent of innocent independent and peace loving, law abiding people, or else the 95 percent peace loving people will also be forced to be violent for their own survival and if that happens only god knows what will be the fate of this country and the corrupt politicians along with the commitment for fulfilling the millennium deceleration.

OK. Now we see: "Millenium Declaration". Sorry. Don't know why the world leaders called it that, but do agree (as do many many Aussies -- the ones our leaders as of this date ignore) that money is being spent on destructive instead of constructive goals, to our shame.

G.Pokharel's comments were most entertaining, though not as peace-loving as the article author hoped for -- presumably from both sides of the political spectrum. What is 'millenium deceleration'?

The articles by Kalyan Dev Bhattarai contain bullsh*t stuffs. I just get surprise why he pretends to know everything, while his writing contains all bullsh*t and his day dreams and without any source (no source citation) and all data seems like imaginary? Does he have some ethics if his article is based on some published sources to mention the source? What a bullsh*t guy shouting everywhere he goes? Are publishers just hungry for bulks of sh*ts of words? Kalyan Dev Bhattarai suffers constipation of idea and cherpate of words.
