Manipur Government’s initiatives: Additional funds for agriculture department and compensation for late M. Lucy’s family

Manipur government allocated an additional fund of Rs.2.5 crore to the Agriculture Department for procurement of fertiliser. The Manipur Government had decided to pay an amount of Rs 10 lakh to the next of Kin of late M. Lucy who was recently killed by unidentified miscreants.

Manipur police has warned that there should be no obstacle to the movement of security forces in carrying out their official duties. All lawful/legal action will be taken up in case of any deviation and obstruction.

Chief minister N Biren Singh on Tuesday held a meeting with the Chief secretary, Security Advisor, DGP, and senior police officials. He also met representatives of the Coordinating Committee on Manipur Integrity (COCOMI), an apex body of valley-based civil society organization (CSO) of the Meitei community and the United Naga Council (UNC.

Representatives of the UNC and COCOMI held meetings with the chief minister. COCOMI, by owning up moral responsibility, expressed regret over the brutal killing of M. Lucy and tendered a sincere apology before the Naga delegates led by the UNC. The Chief Minister condemned the inhuman crime and shared his grief and sympathy with the family members of late M. Lucy and with the representatives of UNC.

He assured that justice will not only be done, but also be seen to be done. It was agreed in the meeting to ensure that the culprits shall be taken into custody and given befitting punishment in accordance with the law. The State Government and its agencies will ensure that the investigation is taken up with utmost seriousness and swiftness. The State Government will pay an amount of Rs. 10 lakhs to the Next of Kin of late M. Lucy to fulfill the agreement as per Naga customary law. The State Government will pay an amount of Rs. 5 lakhs to meet ritual requirements according to Maring customary law. State Government will pay Rs. 5 lakhs to meet the educational needs of Marim Shangpui, daughter of the late Lucy. State Government will provide employment to Marim Shangpui in a government post commensurate with her educational qualification when she becomes eligible in age for such employment. UNC agreed to suspend all forms of agitation and extend cooperation to the police to facilitate early completion of the investigation.

In a meeting held in connection with the distribution of Urea, chaired by the Chief Minister, it was decided to allocate additional funds and discuss the problem related to the distribution of fertilizer (Urea) to the farmers. For this, the Agriculture Department will monitor the procurement and distribution of fertilizer. In the meeting, various decisions were taken regarding the distribution of fertilizer. Farmers possessing valid Farmer Identity Cards issued by the competent authority can procure fertilizer from DAOs/Dealers on production of the Farmer Identity Card after payment of the requisite amount. No other documents will be required in respect of such farmers. Fertilizer (Urea) can be procured by the farmers on production of their Pattas and Aadhar Card from the District Agriculture Officers/Dealers after payment of the requisite amount. Police stated that the situation is tense in some places with sporadic incidents of firing, arson and congregation of’ unruly mob during the last 24 hours.

State Police and Central forces conducted search operations in the vulnerable and fringe areas of both valley and hill districts and three arms, six ammunition were recovered from Imphal East, one bunker was dismantled.

The Police condemned the dastardly attack meted out against Kabib K, IGP (Z-ll) and his escort personnel at Kwakeithel Imphal West. The police appealed to the public not to indulge in such anti-social deeds. It will not be tolerated, 30 people have been arrested in connection with the incident and raids will continue to apprehend more people involved in the said incident. While the police are working round the clock to bring normalcy in the State, it is expected of the public to abide and co-operate with the police authorities. It is further appealed to the public that there should be no obstacle to the movement of security forces in carrying out their official duties. All lawful/legal action will be taken up in case of any deviation and obstruction.

In the intervening night of July 17 and 18 suspected armed miscreants fired in Torbung area near Kangvai in which one Security Force personnel sustained pellet injury and was evacuated to Military Hospital at 9 Assam Rifles. Further two houses were torched in Phougakchao Mamang Leikai by unknown miscreants. The security team retaliated and repelled the miscreants.
